Funded training for low carbon technologies through the Flexible Skills Programme (FSP)
Electrical contractors in Wales now have the opportunity to access 50% funded training in key low-carbon technologies including EV charging, solar PV, and battery storage through the Welsh Government’s Flexible Skills Programme (FSP).
This initiative is led by the Electrical Contractors’ Association (ECA) and delivered by NICEIC, the UK’s leading certification body for the electrical industry. It’s designed to help your business stay compliant with upcoming regulatory changes, diversify your services, and futureproof your workforce.
Why does this matter?
From October 2026, new rules under the Electrotechnical Assessment Specification (EAS) will require electricians and Qualified Supervisors (QSs) working on EV, solar, or battery installations to hold specific Level 3 qualifications. If your team isn’t qualified by then, you may no longer be able to carry out this work under your certification.
This training offer gives you a cost-effective, supported route to meet those requirements and grow your business in the process

Participating in this training will enable your business to diversify services, improve staff retention, and meet growing demand for low-carbon technologies. Upskilled staff will be able to deliver new services, improve customer satisfaction, and support your business in achieving long-term sustainability.
How the funding works?
• 50% of training costs are reimbursed by the Welsh Government
• Funding is paid after training is completed
• Each business applies individually (no group applications)
• Training must be completed by 31 March 2026
• Training must not start until your application is approved
We’ll help you apply
We know the paperwork can be a barrier - so we’re making it easy. ECA and NICEIC will:
• Provide pre-filled application templates
• Help you complete the MERIT self-assessment (if required)
• Support you through the Skills Development Plan
• Coordinate training dates and venues based on demand
We advise that you complete an Expression of Interest form, even if you're considering registering for a course at a later date and are considering funding. By completing the first steps of the application process now, you'll have fewer steps to complete when you decide to book your course. You can register your interest here.
